According to the Russell Report| that 'Universities have been founded principally on two sets of activities: teaching and research. However, universities have always made contributions, both directly and indirectly, to decision-making in the wider society; this is their 'Third Mission'. Third stream activities are therefore concerned with the generation, use, application and exploitation of knowledge and other university capabilities outside academic environments. In other words, the Third Stream is about the interactions between universities and the rest of society (Piii, 2002).

In 2006 the Higher Education Funding Council for England (HEFCE) initiated a strategy Third stream as second mission| which defines the 'Third stream as anything other than research and teaching, the two core elements of College activity. TheThird stream can involve a range of activities such as consultancy, contract research and the commercialisation of research' (see R & E|). From the Templates for HEIF 4 institutional strategies| we can see that 'LSE is a research-intensive social science university. Its institutional mission is "to continue to enhance its position as the leading academic centre of international excellence in the social sciences." Over the past two years the CCPN has participated in workshops run by the ESRC Knowledge Transfer Team|, such as 'Getting Research into Practice (GRIP)', and 'Engaging with Business'. LSE's knowledge transfer expertise and research excellence was recognised by the Higher Education Innovation Fund (HEIF) in 2004|.

This year the LSE's Research and Project Development Division (RPDD) made a Call for bids for| the 'HEIF4 Bid Fund|' which is a new competitive source of funding to support the LSE's efforts in KT in the social sciences. Currently the CCPN is developing its Knowledge Transfer| strategy by engaging with colleagues in the Asia Research Centre|, Managerial Economics and Strategy Group|, Department of Media and Communication|, Confucius Institute for Business London| (CIBL), etc. The CCPN research assistants of the Researchers Fostering Laboratory already archived some online materials about knowledge transfer at LSE|. The Knowledge Transfer Working Group of the RPDD made a Call for bids for the HEIF 4 Bid Fund. It said 'The "HEIF4 Bid Fund" is a new competitive source of funding to support the LSE's efforts in knowledge transfer in the social sciences. The fund is worth £1.4 million for distribution over the next three academic years. This fund will be allocated on a competitive basis by a specially established Knowledge Transfer Working Group. Working with the Pro-Director for Research and External Relations, the Corporate Relations Unit and the External Relations Division, this group will also be looking more widely at knowledge transfer for the social sciences, and how the LSE might take a more co-ordinated approach to it.'
